Owner-Occupied Home Improvement Programs
There are many programs available to assist eligible homeowners with repairs and rehabilitation. Typically, any repair that will correct hazardous, unsanitary and blighting conditions is eligible. For example, work can include a new roof, replacing a heating and air conditioning system, upgrading an electrical and plumbing system, energy efficiency and corrections to health, safety and other code violations. In addition, if a household member has special needs because of mobility, hearing and/or vision impairment, modifications may be made to the house and property to meet their special needs.
To determine which program or programs may best meet your needs, please consider meeting with a housing coordinator. If you would like help applying for a grant or loan program, we can assist you in submitting a complete package to expedite the process of the application.

- Bay Area Center for Independent Living Promotes access to community resources and funding for people with disabilities and their families on the Eastern Shore. Renting in Talbot County
In your search for affordable housing in Talbot County, you may want to consider both public and private resources. The public housing authority is accepting applications but the waitlist for public housing is currently 2 – 3 years long. The Section 8 Housing Choice Voucher program is no longer accepting applications since the waitlist for obtaining a voucher is about 5 years.
There may be opportunities to obtain affordable housing by contacting landlords that offer income-restricted, subsidized, or market-rate units. Learn more about options below.
Housing Vouchers & Section 8
The housing choice voucher program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.

Talbot County has several multifamily rental communities in which all or a portion of the units offer affordable rents. Each community has its own application process and tenant screening standards. The method for determining rents may vary by property, but in all cases, the affordable rent is directly connected to the unit and cannot be transferred when a tenant vacates the unit. You must contact each community to learn what unit sizes are available, the rent charged for each unit, if applications are being accepted and if the waiting list is open or closed.
As of October 2024, most of these affordable communities have a waitlist between 6 to 12 months long to get into a unit. To apply and be added to the waitlist, contact each community separately.

Private landlords may have some units that are affordable, but units are not income-restricted or subsidized. Units may be apartments or single-family dwellings for rent. Each landlord will have their own application process and tenant screening standards. You must contact each landlord to learn what unit sizes are available, the rent charged for each unit, and if applications are being accepted. Some private landlords (such as Jowite and Parkway) keep a waiting list while others prefer that you call them after the first of the month to inquire about availability. Mortgage Scams
Mortgage scams target homeowners with false promises of low rates, guaranteed approvals, or foreclosure help. To protect yourself, work with licensed professionals, avoid upfront fees, and verify offers. If it seems too good to be true, it probably is. Report suspicious activity to local authorities.
6 Ways to Spot a Scam
- They ask for a fee in advance to modify, refinance or reinstate your mortgage.
- They guarantee they can stop a foreclosure or get your loan modified.
- They tell you to stop paying your mortgage company or tell you to pay them instead.
- They pressure you to sign over the deed to your home or sign any paperwork that you haven't had a chance to read and don't fully understand.
- They claim to offer government approved or official government loan modifications.
- They ask you to release personal financial information online or over the phone.

Tenant and Landlord Laws

Laws
- General laws regarding landlords and tenants can be found in Title 8 of the Real Property Article of the Maryland Code.
- The District Court's Jurisdiction over landlord-tenant matters is provided in Section 4-401 of the Courts and Judicial Proceedings Article of the Maryland Code.
- Section 400 of Title 12 of Courts and Judicial Proceedings Article of the Maryland Code permit appeals of District Court decisions.
Court Rules
- District Court Civil Proceedings are conducted under Title 3 of the Maryland Rules.
- Special Rules for landlord-tenant and grantee actions can be found in Rule 3-711.
- Appeals from District Court to Circuit Court are governed by Chapter 100 of Rule 7.
Local Regulations
- If you are concerned that the apartment or home that you are renting does not meet minimum livability codes, you can review the Talbot County Minimum Livability Codes (Code 88).
- Please be aware that if you live in an incorporated municipality such as Easton or St. Michael’s, livability codes will come from the municipality rather than the county.
- If you are a renter and your landlord is not addressing minimum livability code violations, we recommend contacting your landlord with a written request via certified mail. Please give your landlord a reasonable amount of time to address the issue before contacting Code Enforcement.
