Planning and Zoning
*IMPORTANT MESSAGE FROM THE TALBOT COUNTY COUNCIL*
These are unprecedented times – our communities, families, employees, and jobs have been impacted by the COVID-19 pandemic. Governor Hogan continues to roll out his “Roadmap to Recovery” plan for the State of Maryland, which includes a phased approach to reopening business. The plan also empowers individual jurisdictions to make decisions regarding the timing of reopening businesses in their specific locale.
The County now has in-person access to County buildings. To protect the health and safety of our employees and citizens, Talbot County Department of Planning and Zoning has implemented the below protocols:
1. Visitors are required to wear a mask when entering the building;
2. Visitors must maintain a six-foot separation at all times possible from
staff and other visitors. Access to the Planning and Zoning counter is
limited to one member of the public at a time. Other waiting visitors must
remain waiting outside with adequate separation;
3. Videoconferencing, telephone conferencing, email or phone are the
preferred method of communicating. When unavoidable in-person
meetings are necessary, visitors are encouraged to call ahead and
schedule an appointment with a County employee.
In addition, Pre-Application, Technical Advisory Committee, Planning Commission, Board of Appeals and Short-Term Rental Review Board meetings will offer limited public access. All meetings are vitual until further notice. Therefore, we encourage citizens to listen meetings via conference call.

The Talbot County Department of Planning and Zoning administers the overall planning and zoning program for the physical development and growth of the unincorporated areas of the County. These responsibilities include:
Administration of County's Floodplain Management (FEMA) program
Assignment of Street Addresses in the Unincorporated Area
Commercial/Industrial Site Plan review and approval
Coordination of Special Planning programs including ther Affordable Housing
Enforcement and Administration of Zoning and Property Maintenance Codes
Enforcement of the Forest Conservation Regulations
Implementation of County Zoning, Subdivision, and Critical Area Regulations
Implementation of MD Agricultural Land Preservation Programs (MALPF)
Review of Building Permits for Code Compliance
State Rural Legacy Program Administration
This Department provides support staff to numerous Boards and Commissions including Affordable Housing Task Force, Agricultural Land Perservation Advisory Board, Board of Appeals, Historic District Commission and Planning Commission. Other services include the administration of local, state and federal grant programs and to provide assistance on a daily basis to the general public concerning the regulation of land use in Talbot County.
Changes to the County's Critical Area Program do not take effect until they are reviewed and approved by the Critical Area Commission for Chesapeake and Atlantic Coastal Bays. As of the effective date of this chapter (11-10-2018), the Critical Area Commission had not yet approved those changes. Specific questions about Critical Area provisions of this chapter should be directed to the Department of Planning and Zoning
