Talbot County is inviting community partners, residents, and other interested members of the public to participate in the development of the County’s Community Reinvestment and Repair Fund (CRRF) Distribution Plan, which will help guide future use of local CRRF funds.

Established by the State of Maryland and supported by revenue from the State’s adult-use cannabis tax, the Community Reinvestment and Repair Fund is intended to reinvest in communities disproportionately impacted by past cannabis enforcement and related social and economic disparities. The purpose and allowable uses of the Fund are established by State law. Talbot County’s Distribution Plan will address how the County can deploy its CRRF allocation in a meaningful way to benefit the intended communities and populations. Recently adopted State regulations require each jurisdiction to develop a Distribution Plan through a public process that includes stakeholder engagement and a public hearing. Talbot Family Network, serving as Talbot County’s CRRF Commission, is coordinating development of the plan.

As part of that process, Talbot County will host a Stakeholder gathering on Tuesday, August 18, 2026, from 12:00 to 1:30 p.m. at the Talbot County Free Library in Easton. Dialogue will focus on the community conditions, needs, and approaches that should help guide how CRRF funds are deployed locally. Lunch will be provided, and advance registration is requested.

A draft Distribution Plan will be available for public review by August 21, 2026, on the Talbot County website at https://talbotcountymd.gov/crrf.

The Talbot County Council will hold a public hearing on the proposed Distribution Plan on Tuesday, September 8, 2026, during its meeting beginning at 5:00 p.m. in the Bradley Meeting Room, South Wing of the Talbot County Courthouse, 11 North Washington Street in Easton. The hearing will provide an opportunity for public questions and comment before the County Council considers adoption of the plan.
